Applying for Chinese tourist visa when out of the UK

Can I apply for a Chinese tourist visa when I am in another country? I will be in Japan on a working holiday at the start of next year, and I want to visit China in April/May. Will I be able to get a visa when I am in Japan as I cannot get one right now when I am in the UK as it is more than 90 days before i want to go to China
